Validity and scope

Effective date: January 1, 2026.

Expiration date: December 31, 2026.

The license authorizes the licensee to operate a licensed horse racing facility and to conduct pari-mutuel wagering on live, simulcast, and historical horse racing events approved by the Virginia Racing Commission in accordance with the Code of Virginia and applicable regulations.

Permitted activity includes

• Conducting live Thoroughbred racing meets approved by the Virginia Racing Commission.
• Offering pari-mutuel wagering on authorized live and simulcast racing events.
• Operating historical horse racing wagering systems as permitted under Virginia law.
• Maintaining wagering facilities, accounting systems, recordkeeping, and required reports.
• Cooperating with audits, inspections, investigations, and compliance reviews.

Compliance obligations

The license text states that the licensee must comply with all applicable federal, state, and local laws, including the Code of Virginia provisions governing pari-mutuel wagering and the regulations of the Virginia Racing Commission.

• Submit operational, financial, and wagering reports required by the Commission.
• Permit audits, inspections, and examinations during normal business hours.
• Safeguard sensitive operational and patron data and maintain privacy protections.
• Apply for renewal within the required timetable and according to Commission procedures.
• Remain subject to suspension, revocation, or sanctions for violations or loss of compliance.
